Basically, a department gets grant money from the state for a traffic officer etc.. If that officer doesn't write tickets the grant money goes away.. So that officer writes as many tickets as possible to keep the higher up's happy and it keeps the money flowing... Thank God I work for a Sheriff's dept. So much less politics!Well, the police department knows the volume of traffic at that sign, and they know the approximate percentage of drivers who don't come to a complete stop.
Traffic section sends out an officer to write tickets for a certain length of time, during which they expect to see a certain amount of tickets written based on what they already know is going to happen.
If said officer writes 'too few' tickets, it becomes fairly obvious they weren't doing their job, which is....you guessed it...writing tickets for infractions of the law which says you must come to a complete stop at a stop sign. The police department has adequate grounds to reprimand or fire any officer who doesn't do their job.
So it's not really a 'quota' as much as it is an expectation of doing a certain amount of work in a certain amount of time, just like any other job.
