Halp!!!!!!!! I need some internet doctors

Hey I am trying to re-wire my L.E.D licence plate illuminator and I currently have 2 encased wires (Solid Blue and Solid Black) I read a previous forum that said that the Blue wire ran to the Illuminator; However I am a little confused about the solid black wire.

Secondly I am a little unfamiliar about the wiring. the wires running from the L.E.D Lighting bar should have Male connectors correct???

Black should be earth and blue ...well there is only one other option

if you need to cut the connections off of the LED and solder fresh male bullet connections -this will ensure easy plug'n'play in the future
