Block off plates

I'm wondering if I make my own block off plates is it necessary to have the small cut out section on the back side of them or is that more to save weight?

When I installed mine I wondered what those cut outs were for too, but after doing the install they are necessary as far as I can tell or they wouldn't fit flush without them.

What happen is I ordered some PSR block from amazon & I assumed they sold as a pair like all other sites, but apparently not.So I have one plate.. Guess I could dremel out the cut out section.
