Handle bar shakes when braking.

It doesn't happen every time, but it happens enough for me to be concerned.

Whenever I'm coming to a stop (red light, etc.), when my bike hits the 10mph mark and below, my handlebars start to shake/vibrate pretty well. I've had it happen on 1st,neutral, 2nd, and 3rd. I haven't tried it above those.

I have ebc pads, & ss brake lines all around.

Any ideas on what could be causing it?

Tire issue? Cupped? Perhaps it's only noticeable when the front is loaded during heavy braking at low speed.
