i actually bought a road bike for ~$1k (Gary Fisher, they're owned by Trek) to ride around town to get in shape. After riding on and off for ~2 years, most drivers are respectful to let you cross or wait until the other side of the road is clear to pass. Of course, then there's drivers who will literally be a couple inches from you as they pass, almost running you off the road.
Who knows why the guy in the above vid slammed into the biker but we all know hes not going to be driving for a while, and will most likely be faced with a hefty lawsuit and a large insurance premium.
