Thats the overflow tube, and it's not routed right, it should be down below pointing towards the ground. You should reroute it to the space just behind or in front of the muffler I think.
Open the gas cap and close it back up, over filling or topping off the bike will cause it to overflow on a hot day and it wont start after shut off after a short ride.
Every time you lift the gas tank they pull up and you have to pull them back down into that plastic ring in your pic. They should stick out of it 4-6 inches. By the looks of your pic they are bunched up somewhere. I would grab my vent tubes and gently pull them down as I lowered the tank.
Oh ok makes sense now, I've done everything that was said and I guess it's just the heat? Because its still leaking tiny little drops, if I cut the bike on it stops
