There are plenty of "guidelines" out there on preload (Sport Rider Technicalities-Spring Rate and Preload), but basically it's rider preference to some extent. You want it stiff enough for your weight so you don't bottom out under heavy turning, bumps, etc.., but not so stiff that you are fighting turns. Verranth went two up on our skyline trip and we noticed his rear tire hitting his license (with a FE), it actually bent his license a bit, he had it on 3.
